He was born March 13, 1949 in Houston, Texas to Arnold and Johanna L. Balas Payne. He was a professional dog handler.

He is survived by his wife Susan "Susie" Collier Payne; son, Joseph "Joey" Michael Payne; sisters, Johanna Payne Jones, Lucy Payne Capps, Mary Jane Payne Schumacher and husband Michael; granddaughters, Kaylahh Payne and Asheley Payne.

Parish of the Nativity Catholic Church with Father Robert Guerra officiating.
